ICT Authority, annual reports missing?

I read on lexpress.mu that the Director of the Irrigation Authority has been suspended. The reason being that the annual reports of the Irrigation Authority hasn’t been published since 2010.

Between 2011 and 2013 the Irrigation Authority has obtained Rs 279.2 million from the Ministry of Agriculture and no audited accounts have been submitted. Does it raise eyebrows?

Meanwhile I am still waiting for the Ministry of Technology, Communication & Innovation to reply me why the annual reports of 2012/13/14 of the ICT Authority aren’t available.

I wrote to Mr Benjamin Moutou, Director of Marketing & Communication, ICT Authority, questioning the same on 20 October 2015. In a reply Mr Moutou said the annual reports have been submitted to “relevant institutions”. I believe that the Ministry of Technology, Communication & Innovation is a “relevant institution”.

I wrote to the Permanent Secretary of the Ministry of Technology, Communication & Innovation on 19 November 2015 whether it is problematic for the ministry to make the annual reports of the ICT Authority public.

I still haven’t receive a reply as to why the annual reports of ICTA can’t be published on www.icta.mu. All of this story makes me wonder about the expenses incurred by the ICT Authority during the three years. The ICT Authority is financed by the Ministry of Technology, Communication & Innovation which boils down to being financed by taxpayers money.

Is it too much if I ask where and how the money is spent?
