Government of Mauritius, confidentiality compromised

Yesterday the National Computer Board celebrated Computer Security Day and organized a conference where keynote speaker, Dr Mahen Soobron, stated that attacks against IT systems and networks are catching the headlines.
Today I read an analysis by S. Moonesamy on the MNIC’s Central Population Database. There is a reference to a document by the National Computer Board. What raises alarm here is that the document is marked “NCB MAURITIUS CONFIDENTIAL” (in bold/red) and yet the document is lurking on a public cloud. Anyone having access to internet can download the document.
Was this document leaked by someone having access to confidential documents of the Government of Mauritius? Therefore, would my personal data be safe with the government?
